1. About Us

1.1 The SAPO MVL Services at is operated by the South African Post Office Limited, a company registered in the Republic of South Africa under company registration number 1991/005477/30, which has its head office at 497 Sophie de Bruyn Street, Pretoria.

2. General

2.1 These SAPO MVL (Motor Vehicle Licence) Services Terms and Conditions (“the Terms and Conditions”) apply to the services provided by the South African Post Office and regulate the relationship between the South African Post Office and users of such services. The nature and type of the services provided by the South African Post Office on the site may vary from time to time and is limited to SAPO MVL Services.
2.2 The Terms and Conditions contain provisions that appear in similar text and style to this clause and which -
  may limit the risk or liability of the South African Post Office or a third party; and/or
  may create risk or liability for the user; and/or
  may compel the user to indemnify the South African Post Office or a third party; and/or
  serves as an acknowledgement, by the user, of a fact.
2.3 The user's attention is drawn to these Terms and Conditions because they are important and should be carefully noted.
2.4 If there is any provision in this document that the user does not fully understand, the user should ask the South African Post Office to explain these terms before accepting by contact us here for any enquiries or questions.
2.5 Nothing in these Terms and Conditions is intended or must be understood to unlawfully restrict, limit or avoid any right or obligation, as the case may be, created for either the user or the South African Post Office in terms of the applicable laws.
2.6 By using the SAPO MVL Services the user acknowledges that his/her rights and obligations with respect to the SAPO MVL Services are governed by these Terms and Conditions and agrees to be bound by them. For the avoidance of doubt, the user confirms that he/she is above the age of 18 years.

3. Registration and use of the services

3.1 To use the service users are required to register an online profile in order to use the SAPO MVL Services available on the site. We encourage you to use strong passwords to protect the privacy of your profile.
3.2 Your profile is strictly personal and shall not be used by any other person, nor shall you assign your profile to any other person. You are in event solely responsible for the use of the SAPO MVL Services through the use of your personal user profile.
3.3 The user agrees and warrants that his/her username and password shall:
3.3.1 be used for personal use only;
3.3.2 take reasonable precautions to keep their username and password safe, and
3.3.3 not be disclosed to any third party.
3.4 For security purposes the user agrees to enter the correct username and password whenever accessing the SAPO MVL Services, failing which the user will be denied access to the SAPO MVL Services.
3.5 The user agrees that the South African Post Office will accept and process instructions once the correct username and password irrespective of whether the use of the username and password is unauthorised or fraudulent.
3.6 The user agrees to notify the South African Post Office immediately upon becoming aware of or reasonably suspecting any unauthorised access to or use of any username and password and take steps to mitigate any resultant loss or harm.
3.7 You can change your password for the SAPO MVL Services if you feel that your details may have been compromised.
3.8 You agree to provide true, accurate, current and complete information about yourself as part of your registration process and to promptly update your profile information to keep it true, accurate, current and complete. If you do not keep your information current your use of the SAPO MVL Services may be affected.
3.9 If you provide any information that is untrue, inaccurate, not current or incomplete, or if we have reasonable grounds to suspect that such information may be untrue, inaccurate, not current or incomplete, we may in our sole and absolute discretion suspend or terminate your use of the SAPO MVL Services and refuse any and all current or future use of the SAPO MVL Services.

4. The SAPO MVL Services

4.1 SAPO MVL Services consist of Motor Vehicle Licence Renewals.
4.2 We may at our sole discretion from time to time introduce other functionalities that form part of, or complement, the SAPO MVL Services. Such additional services would be an integral part of the SAPO MVL Services and could be charged for.

5. Disclaimer and limitation of liability

5.1 The use of the site and its services are entirely at the user's own risk and the user assumes full responsibility for any risk, loss or damage from the use of the SAPO MVL Services or any reliance on information on the site.
5.2 The South African Post Office cannot be held liable for any inaccurate information published on the site or in respect of the SAPO MVL Services.
5.3 The South African Post Office cannot be held responsible for any claims or losses caused directly, indirectly or consequently as a result of using, modifying, distributing or reliance on information presented within the site or in respect of the SAPO MVL Services, or any other third Party services.

6. Changes to these Terms and Conditions

6.1 The South African Post Office reserves the right to alter the Terms and Conditions from time to time. The user will be responsible for reviewing any such changes each time the user accesses the site and the user's continued use of the site after such changes have been posted online, constitutes the user's acceptance of the Terms and Conditions as modified by the posted changes.

7. Applicable law and jurisdiction

7.1 These Terms and Conditions are governed by the laws in force in the Republic of South Africa.
7.2 In the event of any dispute arising between the user and the South African Post Office, the user consents to the non-exclusive jurisdiction of the Gauteng High Court notwithstanding that the quantum in the action or proceedings may otherwise fall below the monetary jurisdiction of that court.
7.3 User agrees that the SAPO MVL Services shall only be used for lawful purposes and the user shall not modify, distribute or exploit the contents of the site or the SAPO MVL Services without the South African Post Office's prior written consent. The user agrees that it shall not abuse or misuse the site or the SAPO MVL Services in any manner whatsoever.

8. Payment options

8.1 The South African Post Office is committed to providing secure online payment facilities. All transactions are encrypted using appropriate encryption technology. Personal information of registered users can only be accessed online and by a user who has complied with our stringent authentication rules.

9. Pricing

9.1 You will be charged the prices as per the quotation accepted by you. All transactions will be processed in South African Rand.

10. Warranties and representations

10.1 The South African Post Office makes no representations or warranties regarding the accuracy, functionality, fitness for purpose or non-infringement in connection with this site and disclaims all liability in this regard.
10.2 All the information appearing on this site is provided without a representation or warranty whatsoever, whether expressed or implied, and the South African Post Office disclaims any liable to the user in this regard.

SAPO MVL Services Terms and Conditions (T’s & C’s)

1. Registration for SAPO MVL Services

1.1 Users are required to register an online profile in order to use the SAPO MVL Services available on the site.
1.2 The user will use the username and password to access the SAPO MVL Services.

2. The SAPO MVL Services

2.1 The SAPO MVL Services include:
   2.1.1 an online service that enables you to apply and pay for to renew a motor vehicle licence.
2.2 The SAPO MVL Services can be accessed via the Customer Public Web Portal – This is a public, Internet-facing customer portal. It will provide access to a SAPO MVL Services to renew your Motor Vehicle Licence.

3. Payments

3.1 The South African Post Office is committed to providing secure online payment facilities.
3.2 All transactions are encrypted using appropriate encryption technology.
3.3 Personal information of registered users can only be accessed online and by a user who has complied with our stringent authentication rules.

4. Security

4.1 The SAPO MVL Services will use encryption for the platform.
4.2 The protection and encryption of data in transport is provided via SSL (HTTPS) on the various channels of the SAPO MVL Services.

5. Update of your Profile

5.1 The SAPO MVL platform WILL ONLY UPDATES the changes to personal information of a user when a user updates the personal information such as address, cell phone number, address, etc.

6. Use of Services

6.1 You are responsible for your use of the Service, including the lawfulness of the Content. All Content is the sole responsibility of the person who submitted or uploaded such Content. Any use or reliance on any Content submitted via the Service or obtained by you through the Service is at your own risk.
6.2 We do not endorse, support, represent or guarantee the completeness, truthfulness, accuracy, or reliability of any Content submitted via the Service or endorse any opinions expressed via the Service. Under no circumstances will we be liable in any way for any Content, including, but not limited to, any errors or omissions in any Content, or any loss or damage of any kind incurred as a result of the use of any Content generated or made available via the Service.

7. Required documents for Renewal application

7.1 If the vehicle is registered in your name:
  1. Renewal Notice (MVL2) or Completed and signed ALV form (Application for Motor Vehicle Licence) that you can download for this site
  2. Acceptable Proof of Identity:
      In the case of a person, one of the following identification is required: Clear and certified copies of:
    • RSA ID Book / Smart Card
    • Valid RSA Driving License
    • Valid RSA Passport
    • Valid Temporary RSA Identity Document
    • TRNC (Traffic Register Number Certificate) issued to foreigners & non-profit organizations
    • Must be accompanied by a valid passport, temporary permit or other document of identity issued by Home Affairs
  3. Proof of address not older than three months old (Compulsory for KwaZulu- Natal Province).
    Acceptable proof of address
    • Bank statement
    • Utility account
    • Clothing, furniture, cell phone statement
    • Medical aid statement
    • Recent signed lease agreement
    • Recent signed insurance policy agreement
    • Councillor letter for a person residing in an informal area
    Not Acceptable proof of address
    • SARS documents
    • Lease agreements older than three months
    • Policy documents older than three months
    • Multichoice and Internet accounts
    • Any invoices
    • Any document received in the mail that is a once-off advert
    • Councillor letter for a person residing in a formal area or township
7.2 If the vehicle is registered in a Company or Close Corporations’ name:
  1. Renewal Notice (MVL2) or Completed and signed ALV form (Application for Motor Vehicle Licence) that you can download for this site
  2. Identity document of the proxy.
  Acceptable Proof of Identity:
  In the case of an appointed proxy, one of the following identification is required
  Clear and certified copies of:
    • RSA ID Book / Smart Card
    • Valid RSA Driving License
    • Valid RSA Passport
    • Valid Temporary RSA Identity Document
    • TRNC (Traffic Register Number Certificate) issued to foreigners & non-profit organizations
    • Must be accompanied by a valid passport, temporary permit or other document of identity issued by Home Affairs
  3. One of the following company/close corporation documents is required:
    1. BRNC ( Business Registration Number Certificate)
    2. A founding statement or a certificate of name change
    3. A certificate of incorporation or name change
  4. Appointment confirmation letter of proxy on the company letterhead
  5. Proof of address of the company/close corporation not older than three months old (Compulsory for KwaZulu-Natal Province).
  Acceptable proof of address
    • Bank statement
    • Utility account
    • Clothing, furniture, cell phone statement
    • Medical aid statement
    • Recent signed lease agreement
    • Recent signed insurance policy agreement
    • Councillor letter for a person residing in an informal area
    Not Acceptable proof of address
    • SARS documents
    • Lease agreements older than three months
    • Policy documents older than three months
    • Multichoice and Internet accounts
    • Any invoices
    • Any document received in the mail that is a once-off advert
    • Councillor letter for a person residing in a formal area or township

8. Grace period for renewal

8.1 There is a 21 days grace period, however payment needs to be made in working hours latest the 15th of the month.

9. Exceptions

9.1 Expired vehicle licence will accumulate penalties after its grace period of 21 days.
9.2 All vehicles need a valid roadworthy certificate before renewal.
9.3 Instances where a disc is withheld:
  • If the vehicle is not roadworthy
  • Other unlicensed vehicles of the owner
  • Police clearance required
  • Vehicle reported as stolen / Police mark
  • If there are other outstanding fees on NaTIS
  • If vehicle is registered and not yet licensed
  • If there are administration marks on the owner or vehicle on NaTIS

10. Traffic fines with an enforcement status

10.1 If a traffic fine has reach an enforcement status the license disk will not be issued. All traffic fines with an enforcement status must be settled at a Post Office branch before the disc can be printed.
